This kit is designed for Ineos Grenadier owners who are installing a GP Factor hidden winch kit and still need a front licence plate to be road-legal in their state or region. It simply bolts on to the GP winch mount using the provided 8mm hardware. Thumb screws make removing the plate a tool-free operation when it's time to use the winch. 

It's recommended to add this when you buy a GP winch kit, even if your area doesn't require a front plate, as you never know when you'll need one.
